A very good news has emerged for the unemployed youth of the country and lakhs of professionals looking for employment. With the joint efforts of the Central Government and various state governments, a historic mega action plan has been finalized to provide jobs to the youth in 7 major states of the country. To implement the ‘Make in India’ and ‘Make for the World’ vision, the government has accelerated the pace of construction of state-of-the-art Mega Textile and Industrial Parks (PM MITRA Parks) in 7 states. Through this ambitious project, a target has been set to create 12 lakh to 20 lakh direct and indirect jobs in the coming time. With huge private and public investment of more than Rs 70 thousand crore, this step is going to bring a revolution in the industrial and manufacturing sector of the country.

In which 7 states are these mega job hubs being established?

For this mega-project, out of 18 stringent proposals received from 13 states of the country, the most suitable 7 states and their major cities have been selected in a transparent manner. These include industrially important states from North India to South and West India:

• Uttar Pradesh (Lucknow): The mega park being built in an area of ​​1000 acres near the capital Lucknow will provide employment to lakhs of youth of Purvanchal and Central UP.

• Madhya Pradesh (Dhar): A huge industrial and textile cluster is being prepared in Dhar district of Malwa-Nimar region.

• Gujarat (Navsari): A modern manufacturing hub will be created in Navsari, Gujarat, the traditional center of textile industry.

• Maharashtra (Amaravati): The park to be established in Amravati of Vidarbha region will provide economic strength to the local youth and farmers.

• Tamil Nadu (Virudhunagar): Global level manufacturing units will be set up in this major industrial district of South India.

• Telangana (Warangal): Technical and non-technical youth will get bumper employment through Kakatiya Mega Textile Park.

• Karnataka (Kalaburagi): The huge textile cluster in Kalaburagi in Hyderabad-Karnataka region will prevent local migration.

PM Modi’s ‘5F’ vision: jobs flowing from farms to foreign markets

This entire employment model is based on Prime Minister Narendra Modi’s famous ‘5F’ vision i.e. Farm to Fibre, Fiber to Factory, Factory to Fashion, and Fashion to Foreign (Thread from farm, Thread to factory, Fashion from factory and Fashion from abroad). Till now, cotton production, spinning, weaving, dyeing, designing and garment manufacturing in the country was done in different states and at scattered levels, due to which the costs were high. The biggest feature of the mega parks being built in these 7 states is that the entire chain from raw material to export of final branded clothes will be available under one roof. This will reduce logistics costs, make Indian products competitive in the international market and create thousands of new jobs at every stage.

In which sectors will jobs be available? Opportunity for 10th pass to B.Tech holders

Under this scheme, more than 12 lakh employment opportunities are being created not only for any one category, but for the youth having all types of educational qualifications and skills:

• Technical and engineering sector: Posts of Textile Engineering, Machine Operator, Maintenance Engineer, Automation Expert and Quality Controller for B.Tech, Diploma and ITI pass youth.

• Designing and Fashion Industry: Roles of fashion designer, textile graphic designer, fabric stylist and trend analyst for youth passing out from NIFT and other design institutes.

• Logistics, Supply Chain and Packaging: Lakhs of jobs related to warehouse management, packaging specialist, inventory manager, supply chain co-ordinator and transportation.

• Marketing, Sales and Export Management: International Business, Export-Import Documentation, Digital Marketing, Retail Store Operations and E-Commerce Merchandising.

• Skilled and semi-skilled workforce: Local youth who have passed 10th-12th and are trained from skill development centers will get employment on a large scale in works like sewing, spinning, weaving, printing, dyeing and finishing.

Mega investment of ₹70,000 crore and arrival of global companies

To get these 7 mega parks off the ground, the Central Government is providing financial assistance of ₹4,445 crore for the development of infrastructure, while direct investment of more than ₹70,000 crore is coming from the private sector. Top textile, apparel and retail giants in the country and the world are signing contracts to set up their large manufacturing units in these parks. Renowned companies like Arvind Limited, Welspun, Vardhaman and Raymond as well as international buyers will import fabrics and garments directly from these centres. This huge capital investment will not only increase employment but will also result in a huge increase in the tax revenue of the respective states.

Women empowerment and rural economy will get a huge boost

The biggest strength of the textile and apparel manufacturing industry is that 60 to 70 percent of the workforce in it is women. The parks being established in these 7 states will provide an opportunity to millions of women from rural and semi-urban backgrounds to become financially self-reliant. Providing employment at the local level will stop the migration of youth from villages to big cities. Along with this, the farmers growing cotton will get the fair price of their crop directly from the spinning mills of these parks, which will eliminate the role of middlemen and directly increase the income of the farmers.

Roadmap for skill development to prepare local youth

National Skill Development Corporation (NSDC) and State Skill Development Missions have launched special training courses to prepare skilled manpower to suit the needs of companies. Modern skill development centers are being set up around these parks, where local youth will be directly linked to employment in these factories by providing 3 to 6 months of free training on modern computer driven machines, digital printing and industrial standards.

This mega plan of 12 lakh jobs is going to prove to be a historic step towards establishing India as a top power on the global textile and manufacturing map against countries like China and Vietnam.
